RES. NO. 9: OPPOSITION TO PROPOSED LIQUID NATURAL GAS FACILITIES AT BRADWOOD LANDING, WARRENTON AND COOS BAY, OREGON AND RELATED PIPELINE CONSTRUCTION


BACKGROUND:

Northern Star Natural Gas LLC has proposed constructing Liquid Natural Gas terminals at Bradwood Landing, Warrenton and Coos Bay, Oregon.  The Bradwood Landing terminal would be 20 miles upstream from the mouth of the Columbia River and would include a marine berth for ocean liners, two LNG storage tanks and would deliver 1.3 billion cubic feet of gas per day to the northwest. It would require dredging of the Columbia River estuary and a related pipeline constructed in Oregon and Cowlitz County WA.

The LNG would be imported mainly from Asia and Oregon’s Department of Energy has questioned the need for imported compressed natural gas when there are sufficient domestic and Canadian natural gas supplies not requiring ocean transport. Regional energy supplies can better be served by domestic renewable alternatives and efforts at efficiency and conservation.

The proposed terminals and pipelines will degrade fish and wildlife habitat, endanger fish runs, hamper rehabilitation of endangered salmon runs and cause further industrialization of the lower Columbia region. It is altogether inappropriate for a narrow inland waterway such as the lower Columbia at the Bradwood site, due to safety issues and other concerns. The construction of the pipeline to be placed through Cowlitz County will have a negative effect on prime wetlands, riparian zones and forest habitat. In spite of wide spread opposition, on September 18, 2008, the Federal Energy Regulatory Commission approved this project. Now Oregon’s Governor Kulongoski has announced that he would appeal this decision and Washington’s Department of Ecology is joining the Oregon appeal.


RESOLUTION:

The Federation of Western Outdoor Clubs opposes the permitting and building of the proposed LNG terminals at Bradwood Landing, Warrenton and Coos Bay, Oregon and their attendant pipelines.
