THE LAND AND WATER
CONSERVATION FUND |

The Land and Water
Conservation Fund is derived from offshore oil and gas leases and
presently contains about one billion dollars. It is used to
expand parks and national forests, to make matching grants to states,
and to provide habitat for endangered species. Interior Secretary
Watt proposed to halt all new federal park acquisitions and proposed to
use these funds to operate and restore existing parks. |

The problem is that the
existing parks are being over-used by people seeking recreation where
the capacity is limited and the demand continues to grow. For
this reason acquisition or more park area is essential. |

Aware of this problem, on
June 25th the House Appropriations Committee rejected Secretary Watt's
proposals and restored $150 million to the Land and Conservation Fund,
and prohibited the Department from spending funds for developing oil
and gas resources off northern California. |

Therefore, the Federation
of
Western Outdoor Clubs applauds the support of the fund by the Committee
and is grateful for the congressional support of this environmental
legislation. |
