NORTHERN TIER PIPELINE |

The Federation of
Western Outdoor
Clubs reaffirms its position of opposition to the Northern Tier Oil
Pipeline, and in particular its opposition to the construction of a
super oilport at Port Angeles, Washington, as set forth in its 1978
Resolution. |

Since then, and after many
months of hearings before the Washington Energy Facility Site
Evaluation Council (WEFSEC), the hearing examiner submitted a 486-page
report in which he strongly opposed the pipeline. |

The environmental groups
in Washington State support the recommendation of the WEFSEC.
Ultimately, the decision will lie with Washington's Governor, John D.
Spellman. However, President Reagan's administration has appealed
ot he Governor for his "help in securing permission at the state level
without unnecessary and crippling regulatory delays." |

This unseemly interference
from an Administration that boasts its strong belief in "state rights"
is not only inconsistent but impertinent. |

The Federation of
Western Outdoor
Clubs strongly recommends that the Governor of the State of Washington
reject such interference and accept the recommendation of the hearing
examiner to deny the permit for this pipeline. |
