NATIONAL FOREST MANAGEMENT ACT REGULATIONS | |

The U.S. Forest Service is
implementing the 1976 National Forest Management Act by the use of the
regulations adopted in 1979, which are multiple use oriented and
provide for substantial public involvement in the planning process. |

Recently, under the guise
of improving the "net public benefit", the USFS has proposed extensive
changes in these regulations. The changes were proposed without
the preparation of an Environmental Impact Statement. The changes
would dramatically increase the output of forest commodities such as
timber, minerals, and grazing, at the expense of such forest amenities
as wildlife habitat, recreation, wilderness and water quality. |

The Federation of Western
Outdoor Clubs therefore opposes significant changes in the National
Forest Management Act regulations, and urge the Forest Service to
prepare an Environmental Impact Statement on any new proposals and
provide for greater public involvement before implementing them.
The Federation also urges cosponsorship and passage of Senate
Concurrent Resolution 97 and House Concurrent Resolution 344. |
