NORTHWEST POWER MODEL PLAN | |

The Northwest Electric
Power Planning and Conservation Act was passed in 1980 to encourage
energy conservation to promote the development of renewable energy
resources, to protect, mitigate, and enhance fish and wildlife of the
Columbia River and its tributaries, and to provide for public
participation in electric power planning in the Pacific Northwest,
involving the states of Oregon, Washington, Montana and Idaho. |

The Model Plan of the
Northwest Conservation Act Coalition published in May of 1982
demonstrates that wise conservation planning can save consumers money
and will protect the environment. Many conservation and citizens
groups in the four concerned states, are members of the coalition,
including the Sierra Club, the Leagues of Women Voters of the four
states, state environmental councils, labor unions and rate payer
groups, and others. |

A brief summary of the
Model Plan to further the objectives of the Act is as follows: |

Maximizing use of
environmentally acceptable and cost effective energy conservation and
renewable resources, through: |
||
a. Solar energy,
environmentally acceptable small scale hydroelectric power projects,
geothermal installations, wind machines and photovoltaic cells;
|
||
b. Retrofitting
existing homes, commercial buildings, industrial processes and
irrigation systems, and ensuring such measures are included in new
buildings, processes and systems;
|
||
c. Avoiding
unnecessary thermal development;
|
||
d. Optimizing
regional economic development through the promotion of labor intensive
energy resources;
|
||
e. Assuring that
financial assistance and local development provisions are made
available to those most in need;
|
||
f. Protecting the
natural environment, including the fish and wildlife resources of the
region; and
|
||
g. Ensuring the
protection of democratically controlled local public power systems in
the Northwest.

The Federation of Western
Outdoor Clubs urges the Northwest Power Planning Council to seriously
consider the Model Plan of the Northwest Conservation Act Coalition and
adopt substantially its proposals. |
