VOLUNTEER STEWARDSHIP OF RECREATION RESOURCES | |

The Puget Sound Volunteer
Project, with the mission of increasing opportunities for volunteer
stewardship of natural resources in the state of Washington in
cooperation with official land management agencies, has been selected
as a demonstration project to participate in the Appalachian Mountain
Club's National Volunteer Program, and these efforts will concentrate
on recreation resources of the Puget Sound area and begin with a focus
on trails. |

The goals and objectives,
adopted by the steering committee on August 19, 1982, are to: |

I. Develop a
volunteer capability for maintenance and reconstruction of trails;

||
II. Develop a
strong working partnership between volunteer organizations and land
managers for maintaining and managing Washington's natural resources;
|
||
III. Increase
public awareness of the need to maintain Washington's unique
outdoor recreation opportunities through participation in the
coalition's activities and also through responsible use of those
resources on an individual basis;

||
IV. Develop an
organizational structure to plan and coordinate volunteer work projects
on public and private lands. This body must be representative of
interested volunteer groups and able to act as a partner with official
land management agencies.

Therefore, the Federation
of Western
Outdoor Clubs endorses the purposes of the National Volunteer Program,
congratulates the Mountaineers (a Federation of Western Outdoor Clubs
member club) for preparing an submitting the proposal on behalf of the
representatives of other organization serving on the steering committee
for the Puget Sound Volunteer Project and encourages all outdoor and
conservation organizations to support the program and become involved
in volunteer stewardship activities for America's outdoor recreation
resources. |

We believe, however, that
such volunteer programs should be supplemental to, and not replacements
for, adequate governmental support for maintenance and construction of
trails. |
