RECREATION TRAILS | |

Outdoor recreation is a
fundamental means for maintaining physical and mental health which
thereby profoundly influences the quality of our individual lives and
the life of the nation as a whole. There is a growing pressure on
all public land for non-motorized, dispersed and primitive recreation
through the use of trails. Government agencies response to the
recreation needs of Americans is not keeping pace with growth in
recreation demand created by population growth and increased leisure
time. |

More than 40 percent of
all trail mileage in the United States is on federal land. Trails
are an important investment requiring annual maintenance funds if
increased reconstruction and restoration costs are to be
avoided. In the Pacific Northwest it costs $60 to $150 per mile
annually to maintain an existing trail compared to thousands of dollars
to restore or reconstruct a trail which has not been maintained for a
number of years. The construction of new trails costs even
more. Fiscal year 1982 maintenance dollars would protect past
capital investment in trails. Funds must be appropriated to bring
inadequate existing trails up to standard. |

Therefore, the Federation
of Western
Outdoor Clubs urges Congress and State legislatures to appropriate
adequate funds for trail maintenance and reconstruction on federal and
state lands. |
