FUNDS FOR THE MANAGEMENT OF PARKS AND WILDERNESS AREAS | |

In the past decade the
acquisition of lands for use as parks and wilderness areas has greatly
expanded. Both the federal and State agencies administering
these lands are facing serious difficulties in securing funds to
adequately manage, maintain, and protect these lands, resulting in a
tendency to close these lands to the public or to sell or lease these
lands to private developers. |

The Federation of Western
Outdoor Clubs asks that these agencies give consideration to other
means for raising the funds required to manage these lands by, but not
limited to, the following: |

1. The sale of
wilderness use permits on an annual or longer term basis to
individuals and non-profit groups, similar to the "Golden Eagle Pass"
used in our national parks.

2. An ad valorem tax
on the sale of outdoor recreation equipment.

3.
Concessionaire fees.
