CONTRACTING NATIONAL PARK SERVICES

Under the A76 program
instituted in 1955, federal agencies were asked to contract services to
save money. Former Secretary of the Interior Watt insisted that
the National Park Service complete the contracting program by 1984, and
Secretary Clark has extended the process for one year. |
This program was alarming
to park service personnel, who are devoted to preservation and
understanding of the National Park concept, since contractors might
devastate years of work by career employees. |

Legislation giving
Congress authority to review contracting services in National Parks has
been passed by the House of Representatives. Also Senator Baucus
of Montana has introduced an amendment to an appropriation bill that
will impose a moratorium on contracting outside work. |

Therefore be it resolved
by the Federation of Western
Outdoor Clubs that we oppose the further implementation of contractual
services in the National Parks. |
