FEDERATION OF WESTERN OUTDOOR CLUBS

13.
U.S. OIL TANKERS

ISSUE
The F.W.O.C., together with most of the U.S. condemns the carelessness and lack of responsibility that caused the Exxon Valdez oil spill of March, 1989.  We commend Senator Brock Adams, Washington, and others in the Senate for their legislation requiring comprehensive contingency plans on the part of oil companies, and related controls to prevent other such accidents, several of which, similar in nature, have happened in various parts of the world since last year.  Senator Adams' legislation included a provision to make double-hulls required on U.S. tankers; this provision was not passed when the rest of the bill was passed by the Senate on August 4, 1989.  The bill also required that the Coast Guard make a study on the use of double hulls.  As long ago as 1975, Washington's Senator Magnuson was proposing double hulls as a way of preventing such oil spills.

STATUS

The Federation believes that requiring double hulls on oil tankers is the best way of preventing oil spills of damaging nature, and to preserve the oil for appropriate use, especially in light of the Mid-East crisis we face now.

WHAT TO DO

The Federation of Western Outdoor Clubs urges its members to contact their Congressional delegation, pressing them to pass legislation to require all new tankers built for oil transportation in and around the waters and harbors of the U.S. to have double hulls.
