WETLANDS |
Over the decades
Washington State has experienced a 50% loss of its wetlands and
continues to lose up to 2,000 acres annually. In urban areas
losses of fresh water wetlands are estimated to be up to 900 acres a
year. All other western states have similar problems. |

Scientific data
demonstrates that wetlands functions and values are critical for
maintaining water quality, thus human well-being. Wetlands are an
economically, biologically and physically valuable resource.
Wetlands also provide quality of life benefits i.e. scenic destinations
for hiking, boating, photography and nature appreciation. |

Despite the overwhelming
evidence of the value of protecting wetlands as an irreplaceable
resource, economic and political interests are acting on a national
level to dismantle wetlands protection legislation and regulations
developed over the last decade. The Federation of Western Outdoor
Clubs urges its members to oppose forcefully and consistently over the
next year the following legislation and regulatory actions: 1. Expansion of the
Nation-wide permit system under the Section 404 Program authorized by
the Clean Water Act at 33 CFR 330 noticed in the Federal Register
of May 10, 1991.
2. Passage of the Hayes Bill and its companion in the Senate, the Breaux Bill. 3. Revision of the Federal Delineations Manual to permit land development and oil exploration in what is now properly defined as wetlands. |

The Federation of
Western
Outdoor Clubs also urges that member clubs support the reauthorization
of the Clean Water Act in 1992 as is. |
