1991 RESOLUTIONS

HIGHWAY
TREE PLANTING INITIATIVE OF 1991 |
The Highway Tree Planting
Initiative of 1991 (HR 2717) is proposed as an amendment of the Surface
Transportation Act. The Initiative includes the following
tree-planting reforms: |

1. Require the
Secretary of Transportation to: - identify along federal highways those
rights-of-way suitable for the planting of trees where safety and
natural conditions allow; - require each State to develop a program for
highway tree-planting and to implement that program within 30 months
after enactment.

2. Authorize the
Secretary of Transportation to make grants to States for the activities
authorized above. Limit grants to States to $500,000 each, and
limit the Federal share of each grant to 80% of the total cost of the
project.
|
|
3. Authorize $10
million each year for FY 1992 through FY 1996 from the highway trust
fund -- which had a balance of $9.6 billion at the start of FY 1991 --
to fund the implementation of these reforms.

4. Encourage State
Highway Departments to enter into cooperative agreements with State
Foresters to aid in the implementation of their programs.
|
|
5. Clarify that the
acceptance of donated trees is allowed.
|
|
This initiative, if
included, will enhance and complement President Bush's "America the
Beautiful" program to plant, improve and maintain 1 billion trees per
year for ten years. |

The Federation of
Western
Outdoor Clubs strongly urges the inclusion of these reforms in the
House Transportation Bill for an economical and ecologically sound
method of beautifying America's Highways, while also improving the
environment. |
