THE
PACIFIC NORTHWEST FOREST COMMUNITY RECOVERY AND ECOSYSTEM CONSERVATION
ACT OF 1991 |
On July 24, 1991, Senator
Brock Adams (D-Wa) introduced SB 1536 entitled the Pacific Northwest
Forest Community Recovery and Ecosystem Conservation Act of 1991. |

The economic provisions of
this bill is intended to create a sustainable future for the Pacific
Northwest Timber Industry. The combination of export controls,
tax incentives, worker assistance and community development programs
offers the best hope for a long view of the valuable contribution
timber-dependent communities have made and can have continue to make,
to the regions economic health and growth. |

Senator Adams has also
addressed the difficult problem of establishing ancient forest
preserves, based on a sound scientific foundation. The Adams Bill
is an excellent blend of protection, study areas, scientific expertise
and full public participation in all stages of the process. The
bill contains control of private log exports by the State; sustainable
management of the forests of eastern parts of Washington, Oregon and
California; a stable annual supply of approximately two billion board
feet by 1995; and to promote reforestation, especially incentives for
small woodlot owners. |
