1992 FWOC RESOLUTION #19

_FOREST MANAGEMENT ON FEDERAL LANDS IN THE PACIFIC NORTHWEST_


For over forty years the Forest Service and the Bureau of Land Management have been harvesting timber from Federal lands beyond sustainable yield rates.  Reckless, ecologically unsound road construction and logging have been devastating to the watersheds, the salmon, the wildlife and the natural forest ecosystems as well as to the recreational opportunities.
Healthy, productive and diverse forests are extremely important to the future of the northwest.  We need a healthy, diverse economy which should include a fishing industry, recreation and tourist opportunities and a viable timber industry that operates on a lower, realistic and sustainable harvest level; that is willing to proceed in the direction of more ecologically-benign forest practices; and that is willing to operate within the limits set by federal laws which are needed to protect the diversity of life within the forests and the health of the forest ecosystems.
The Federation of Western Outdoor Clubs supports the American Heritage Amendment to HR 4899 currently under consideration in the House of Representatives and to include:
1.  Protection for public forests of the Cascades and in the Sierra Nevada range in California, and the forests of Eastern Washington, Eastern Oregon, the Idaho Panhandle, and Western Montana.
2.  Economic assistance to families and communities affected by the declining timber industry (see Resolution #2).
3.  Restrictions on the export of unprocessed logs in order to keep mill jobs at home.
In addition the Federation recommends:
A.  Maintaining public participation in forest planning, with rights of appeal.
B.  Requiring that any new forest management law goes into effect as soon ass enacted, with no extended delay or phase-in period.
C.  No weakening of the Endangered Species Act nor de-listing of threatened or endangered species until the species is well on the road to recovery.
D.  Maintaining an active program of forest research and monitoring of management programs, with public involvement.
