FWOC RESOLUTION #8 |
_ELWHA RIVER SYSTEM RESTORATION_
|
The Elwha River in
Washington State which flows from the heart of the Olympic National
Park into the Strait of Juan de Fuca, contains two dams. The
lower Elwha dam was constructed in 1913; the Glines Canyon dam in
1927. The latter lies within the boundary of the Park. Both
dams were built without fish ladders, which resulted in the almost
total destruction of the outstanding salmon run due to the reduction of
the spawning ground from 40 to 5 miles. |
In 1992 Congress
authorized the Secretary of Interior to study the proposal to remove
the dams. The result of the study states in part: "The ecosystem
cannot be restored with the retention of either or both dams." A
public workshop will be held on the study in
September. |
Meanwhile Congress will be
required to appropriate funds for the dams' removal and must be in the
President's budget for the 1995 fiscal year. |
The Federation of
Western
Outdoor Clubs urges Secretary of Interior Bruce Babbitt to include in
Interior's budget the necessary amount to restore the Elwha River
system and fisheries by removal of the Elwha and Glines Canyon dams on
the River. |
