LACK OF CONGRESSIONAL MANDATE

The final official
compilation by the non-partisan Committee for the Study of the American
Electorate found that the Republican congressional candidates got the
vote of only 19% of the total eligible voter pool in the 1994
elections. In other words, only 38.7% of Americans who could vote
took the trouble to do so. The Republicans garnered 51% and the
Democrats, 49%. Much of this slim majority was a result of
support of voters of conservative voters from the religious right and
supporters of industry. These victors are framing an agenda that
would wipe out all the social improvements of the New Deal, civil
rights laws, and, worst of all, eliminate the gains of the last 20
years of environmental legislation. |

No party backed by only
19% of mandate can claim a mandate. The American people lost the
elections by default. |
|
As a
result, what we have now is a new emasculated Clean Water Act - written
by big industry lobbyists; an accelerated "salvage" logging program
that provides for the suspension of all applicable environmental laws;
and a new grazing proposal that would turn over all our public lands to
those who have been fighting for private control of these lands since
the turn of the century. |

The Lou Harris Earth Day
polls for the 1995 found that a huge majority of Americans (79%) think
the federal government should have the right to prevent the
development of private land if the development will harm the
environment. In numerous other polls taken throughout the
country, 73% think the government has not gone far enough to protect
the environment. |

The Federation of Western Outdoor Clubs recommends that members of Congress should be made aware of the fact that the welfare of huge sections of the population are being threatened: senior citizens, the arts, education, health, people of low income, child welfare, Native Americans, organized labor, and those who care about the outdoors; hunters, anglers, hikers, and environmentalists. | |
The Federation further calls on President
Clinton to use the power of his office to veto all laws passed by the
current Congress that threaten the well-being of the people of this
nation, and its natural outdoor resources. |

FWOC members and member clubs are urged to
send a copy of this Resolution to President Clinton, and to all Western
state congressional representatives. |
