1997 FWOC Resolution No. 16:

ESTABLISHMENT OF A BLACK ROCK-HIGH ROCK NATIONAL CONSERVATION AREA


The over one million acres of the Black Rock-High Rock Desert area of northwest Nevada is rich in historic, pre-historic and natural resources.  Clear traces of the Lassen-Applegate Emigrant Trail, running from the Humboldt River Basin northwest through the hot springs area of the Black Rock Desert and through spectacular High Rock Canyon into California, remain intact.  Bones of pre-historic animals such as mammoths have been discovered, and ancient native American sites are scattered throughout the area wherever there is water.  The endangered desert pupfish can be found only in the warm springs at Soldier Meadows in the heart of the area.
However, the greatly increased visitor use and the proliferation of special events such as "Burning Man" (which drew approximately ten thousand people to the Black Rock Labor Day weekend of 1996) have put a strain on the cultural and natural resources of the area and could destroy them without some controls.  A special designation of National Conservation Area is needed for the Bureau of Land Management to be able to manage the area and its increased human use effectively.

The Federation of Western Outdoor Clubs supports the establishment and funding by Congress of a Black Rock-High Rock National Conservation Area to be managed by the Bureau of Land Management, with special emphasis on the preservation of the historic and pre-historic resources and the hot springs with their associated native species.

F.W.O.C. urges member clubs to write their congressional representatives and urge them to support legislation and funding for a Black Rock-High Rock Conservation Area to be managed by the Bureau of Land Management.
