Reform of the Highway Beautification Act of 1965
|
|
The Highway Beautification
Act of 1965 was passed in response to public outrage over the problem
of highway blight. However, it has failed to control the
billboard problem on Federal highway, and it has failed to keep
billboards out of the rural, scenic, and historic places it was
intended to protect. There are more than 450,000 billboards along
Federal highways and 5000 to 15,000 new ones built annually. Tens
of thousands of trees are destroyed on public land to improve billboard
visibliity. No federal funds have been appropriated to assist
communities in billboard removal. |

The Federation of Western
Outdoor Clubs asks Congress to reform the Highway Beautification Act by
adding provisions that prohibit all new billboards along Federal
highways, prohibit all new billboards in unzoned rural areas, eliminate
tree cutting on public property for billboard visibility, enable local
governments to use constitutional means to remove non-conforming
billboards, and require the U.S. Dept. of Transportation to conduct an
annual survey of all billboards along Federal highways. |

ACTION: The FWOC urges member
groups and members to contact their Congressional delegates and ask
them to sponsor such reform measures to the Highway Beautification Act
of 1965. |
