RESOLUTION
#9: PRESERVING NATIONAL MONUMENTS

The Antiquities Act of
1906 (34 Stat. 225), which authorizes the President to set aside
national monuments, has proven to be of immense value. |
|
It has been used
repeatedly by Presidents from both political parties to set aside areas
of public land -- large and small -- for protection of their scientific
and historic values. |
|
Many of the most treasured
parts of the National Park System of the United States were first set
aside as national monuments. National monuments comprise an
important component of the American inventory of protected areas. |
|
The Federation of Western
Outdoor Clubs opposes efforts to repeal this law or curtail its
use. Presidents should continue to be able to determine the
appropriate size of areas that deserve to be withdrawn under this
authority. Use of this authority should not be contingent on
subsequent approval by Congress. |
|
Once set aside, the
boundaries of a national monument should only be revised in pursuance
of the purposes for which it was established. They should not be
reduced to serve other purposes (such as commercial ones). Nor
should inconsistent purposes be permitted within national monuments
(such as for mineral development). |
|
The Federation of Western Outdoor Clubs urges the administration of President George W. Bush and future administrations to respect the integrity of the system of national monuments of the United States. |
