OPPOSE THE GRIZZLY POWER GENERATION PLANT (OREGON)With construction due to start in the fall of 2002, Cogentrix, Inc. is proposing to build a 980-megawatt electrical plant to be fired with natural gas in central Oregon. The plant is known as the Grizzly power generation project. Located in the Grizzly Mountains, roughly ten miles from Prineville, Oregon and twelve miles from Smith Rock State Park, the Grizzly power plant would be placed in the heart of what is considered to be one of Oregon's most pristine areas. The facility would be the first of its kind in Oregon, the largest non-hydro power plant in the Pacific Northwest, and would have four 200-foot smokestacks--each sending water vapor and emissions high into the air. Although the carbon dioxide emissions from the plant would likely exceed Oregon's standards, the project can be licensed by the state because Cogentrix could pay into a climate trust fund which would use the funds to decrease emissions elsewhere. Congentrix, Inc. would take eight million gallons of water per day from the Opal Springs Aquifer, which is located next to the Crooked River. This aquifer is within the Wild and Scenic River corridor along the Crooked River. Utility easements would be required through the Crooked River National Grasslands. With thirty power plants already under consideration, or already approved, in the Pacific Northwest--including others in central Oregon, this 980-megawatt facility is not needed.
