FEE CHARGES FOR HIKERS IN NATIONAL WILDERNESS
ISSUE
At the instigation of Representative Richard Stallings (ID), an experimental fee system is being considered for the Frank Church-River of No Return Wilderness in Idaho.  The charge would be made at the trailhead at $5.00 for 5 days or $25.00 for the season per person.  If successful, the permit system would be extended to other wilderness areas.  It would apply to hikers, photographers, sightseers, bird watchers, equestrians, fishermen, etc.  Livestock, incidentally, uses the wilderness at 5 cents per day per animal.

STATUS

This fee or tax is counterproductive to the need of getting the public back to nature for the improvement of the physical and mental health of all.  This tax would be regressive and would favor the use of the wilderness by the affluent.  The tax could not begin to defray the cost of managing the public domain which means that any cost-benefit analysis of various possible uses of the wilderness would put hiking and other similar activities at a clear disadvantage.

WHAT TO DO

The Federation of Western Outdoor Clubs recommends that no permit fees be levied on wilderness trail users.
