PRESERVING UPPER DEEP CREEK IN CALIFORNIA

Upper Deep Creek is a
beautiful inholding area in the San Bernardino National Forest in
California that is threatened by a large subdivision. Deep Creek
is an important trout stream, and is a logical candidate for Wild and
Scenic designation under the Federal Wild and Scenic Rivers Act.
If such a subdivision is permitted, a fatal precedent for unrestricted
development on all such inholdings would be set.

The Land and Water
Conservation Fund (LWCF) was established in 1965 as a source of revenue
for land acquisition in national parks, forests, and wilderness
areas. The fund was mandated to receive $900 million a year, of
which any unused portion was presumed to remain in the fund.
Recent presidents and congresses, however, have allowed the annual
appropriation to be reduced to $230 million, with the balance of the
$900 million being diverted to purposes that are not authorized per the
LWCF.

The Federation of Western
Outdoor Clubs supports the restoration of the LWCF to the $900 million
level and to safeguard any remaining funds for the following year for
the conservation uses for which Congress intended. |
