The legislature of the
State of Washington passed into law I-64. This was one of the
most extreme examples of a "takings bill," which would provide
financial compensation to property owners who are (or want to) use land
they own in ways that are against the public interest. It would
have required the government to pay costs now borne by developers, such
as studies and maps. It would have required state or local
governments to study the economic impacts of any proposed environmental
regulations and choose the those with the minimum economic effect.

Over 230,000 signatures
were gathered to put this issue on the ballot, for decision at the
forthcoming November elections. A "No" vote on this Referendum
would repeal I-64.

Note that at its 1995
Annual Meeting, the Federation of Western Outdoor Clubs went on record
in favor of repealing I-64 by encouraging Washingtonians to vote "No"
on Referendum #48.

This referendum was
soundly defeated at the polls, on November 8, 1995, but the proponents
of Referendum 48 vow to keep the nearly-sacred issue of what they term
"property rights" back to the State Legislature next year.

FWOC members and member clubs from
Washington should be alert for any opportunity to squelch such
"takings" issues.

It's very sad that the BIGGEST TAKINGS
ISSUE EVER is by those proposing to take National Forest, national
Parks, BLM land, etc., from the public domain, and "giving these lands
back to the states" who never, EVER owned these lands before.
This is unfortunately a good example of the ever so evil
protagonist/policitian Big Lie technique that Hitler used so
effectively!
