OLYMPIC COAST SANCTUARY

The growing amount of
maritime coastal traffic in the Washington Olympic Coast Sanctuary is a
serious threat to the Sanctuary and its wildlife and waterfowl.
To protect the Sanctuary, it is necessary that all vessels transiting
the Coast large enough to be on the U.S. Coast Guard's vessel traffic
system (ships over 134 feet in length) be required to steer clear of
the designated area to be avoided (ATBA). Vessels excluded from
this prohibition are tugs pulling barges carrying non-hazardous cargo,
and those vessels actively fishing, conducting military exercises, and
passenger vessels. All other vessels should be required to stay
outside the Area Be Avoided (ATBA), regardless of their cargo, as
designated by the U.S. Coast Guard.

In addition, any vessel
carrying oil as cargo, or hazardous material as cargo, should be
required to avoid the ATBA regardless of its size. In this way,
it is possible to prioritize those vessels, which need to be near shore
over those which are just transiting the Coast. Such zoning of
ocean uses is one of the few ways the growing volume of vessel traffic
can be regulated.
