CEDAR RIVER WATERSHED PLANS

The "Cascade Checkerboard
Project" (which was developed by the Cascade Chapter of the Sierra
Club) contains the following key elements, which are presented as
recommended alternatives to the City of Seattle's Habitat Conservation
plan (HCP) for the Cedar River Watershed:

1. Ecological Reserve.
Permanently preserve the landscape, especially the lower-elevation
forests, to restore and enhance the ecosystem, both within the
watershed and in connection with adjacent public lands:
-- Upgrade 62,000 acres initially, increasing to 87,000 acres over the
life of the HCP
-- No commercial logging
-- Limited thinning of timber in previously managed stands to achieve
ecological benefits
-- Salvage logging only to reduce unacceptable fuel loads

2. Fisheries Conservation Strategy.
Emphasize wild salmon habitat preservation and restoration over use of
hatcheries:
-- Allow steelhead, chinook, and coho salmon spawning above Landsburg
diversion dam
-- Fund the acquisition of riparian lands throughout the Cedar River
Basin (below Landsburg)
-- Fund restoration/enhancement of salmon habitat throughout the Cedar
River Basin
-- Provide adequate in-stream flows for all anadromous stocks |
3. Watershed Restoration and Forest
Management. The purpose of timber management (outside of
reserves) is to support protection and restoration of forest
ecosystems, and includes the fisheries conservation strategy:
-- No clearcutting, nor cuts that remove more than 50% of the trees or
volume
-- Terminate logging after 30 years
-- No new road construction in the watershed
-- Reduce the extent of existing roads
-- Full riparian reserves (reference: FEMAT alternative #1, 1993)
-- Funds generated from selling timber are to be used only for HCP
activities

4. Lands. Sell or trade
surplus city lands to acquire:
-- Land in the Tolt watershed
-- Salmon habitat on the lower Tolt or Cedar Rivers
|
|
The Federation of Western
Outdoor Clubs supports the Cascade Chapter (of the Sierra Club) Cedar
River Watershed Plan, and recommends its adoption by the Seattle City
Council and the Mayor of Seattle.
