No. 6:
THE PRESIDIO OF SAN FRANCISCO - AN UPDATE

In 1994, the Presidio,
which was one of the nation's oldest military bases, was officially
transferred from the U.S. Army to the National Park Service to become a
park unit in the Golden Gate National Recreational Area. Today,
the Presidio is a 1400 acre forested area rich in plant life and
natural resources together with 800 military buildings. Because
of its age and urban location, this park is the most expensive unit to
operate in the National Park Service. The current Park Service
budget is insufficient to cover all of the expenses of operation and
maintenance.

The Presidio needs a
reliable source of funding for operation and maintenance. Bills
have been introduced in both Houses of Congress (H.R. 1296 and S. 594)
which, among other things, would create a public benefit trust fund
that would develop revenues for these purposes. It would also
provide private-sector skills to manage buildings. These Bills
are currently held up in a Senate-House conference committee. It
is unlikely that the Bills will be reported out-of-committee before
Congress adjourns (about the end of September 1996). However, it
is expected that these Bills will be re-introduced in the new Congress,
in January 1997, by Senator Barbara Boxer and Representative Nancy
Pelosi, both of California.

The Federation of Western
Outdoor Clubs reaffirms it Resolution No.6 approved at the 1994 Annual
Meeting which stated that the Presidio is a national treasure that must
be preserved. The enactment of such legislation is necessary for
the preservation of the Presidio, and its many unique attractions and
facilities.

All FWOC members and Member Clubs are
urged to write their state's Senators and Representatives asking them
to support H.R. 1296 and S. 594 (or their 1997 equivalents).
Enacting such legislation will, with the President's signature, would
bring this public benefit trust into existence.

be sent to the Director, National Park Service.
