No. 8:
PRESERVATION OF URBAN "OPEN SPACE"

Predictions of future and
near-future urban populations in the Western U.S. are that more and
more people will be living in our part of the United States.
These projections will, on one hand, challenge efforts to contain urban
growth boundaries, and on the other hand, will also challenge those
planners who try to provide outdoor "open space" vistas for the
enjoyment of the citizens.

For persons surrounded by
concrete and brick buildings, and who seldom have an opportunity to
travel outside the city boundaries, it has been (and will continue to
be) vitally important in such compressed societies, to have
neighborhood parks and green, outdoor "open spaces." Along with
providing opportunities for recreation and relaxation, urban open
spaces are also a means for city-dwellers to overcome a sense of
isolation (a common experience of urban living).

The Federation of Western
Outdoor Clubs recommends that urban communities and county planners in
the Western U.S. take action to identify appropriate open spaces, and
create a process for acquiring them before such spaces are gobbled up
by development. Jackson, Wyoming; Boulder, Colorado; and
Portland, Oregon are three cities that have such planning in
progress. A model for such protection of urban open spaces is
demonstrated by Portland's initiative "Open Spaces - Parks and
Streams" which was passed by the voters of Portland's metropolitan area
in 1995.

In keeping with its interest in outdoor
recreation, the Federation of Western Outdoor Clubs recommends that
individual FWOC members and Member Clubs, who live where Urban Open
Spaces should be an integral part of city and county planning, take
direct action to ensure that such open spaces are provided for all
citizens. Letters to the Editors promoting the establishment of
such urban open spaces, active participation in Planning and Zoning
meetings, and encouraging (and publicly supporting) city and county
officials to buck developers and set up open spaces are ways in which
this can be accomplished.
