ESTABLISHMENT OF A VEHICLE SECURITY PROGRAM AT
USFS TRAILHEADS

The problem of vandalism
and theft of vehicles at trailheads is a major concern to trail users
across the nation. The frequency of car break-ins and vehicle
damage, particularly in remote areas, has increased significantly in
recent years. Some trailheads are so notorious that hikers,
horseback riders and mountain bikers are completely avoiding
them. Trail use and trail parking are being restricted to well
patrolled and secure parking lots.

The USFS in selected
Oregon, Washington and California National Forests has launched a
trailhead parking permit program. Most of the fees charged for
the permits will be returned to participating forests for trail
maintenance and management. This is an appropriate and opportune
time to request that the Forest Service establish a trailhead security
program consisting of education, surveillance and enforcement.
Presumably, enforcement officers will be employed and dispatched to
trailheads to carry out and enforce permit requirements.
Education of trail users concerning trailhead vehicle security with
trailhead signs and informational handouts in combination with
enforcement patrols should considerably improve vehicle security and
significantly reduce trailhead vandalism.

FWOC urges the U.S. Forest
Service to use an adequate portion of vehicle parking permit fees to
establish a security emphasis program including education, surveillance
and enforcement.

members to send a copy of this Resolution to national Forest
Supervisors in Washington, Oregon and California.
