RESOLUTION
#1: PROPOSED BLANCHARD HILL NATURE PRESERVE (Mt. Baker Hiking Club, Bud
Hardwick)

The Federation of Western Outdoor Clubs
opposes clear-cut timber on Blanchard Hill in Skagit County, Washington
(15 miles south of Bellingham). We support the proposed purchase
of the land for a Blanchard Hill nature preserve because the location
is unique. It is the most western point of the North Cascades
Mountain Range and the only location where the Cascade mountains are
contiguous with marine waters.

Blanchard Hill was heavily
logged 60-70 years ago. In the Spring of 2000 the Department of
Natural Resources (DNR) clear-cut 40 acres of Blanchard Hill timber and
used the revenue for local schools. Another 287 acres are
proposed for clear-cutting by the year 2003.

In 1998, the Mount Baker
Group of the Sierra Club proposed that the DNR reclassify 3,000 acres
from commercial forestry to a Natural Resource Conservation Area.
They also asked that Blanchard Hill be incorporated into the adjoining
Larrabee State Park. The current cost for acquiring the 3,000
acres of land ranges from $20 million to $45 million.
